Key components of the plan include the appointment of Mufti Associates across four mosque districts to provide localized religious guidance and mentorship. MUIS is also developing a structured Islamic Spiritual Care and Guidance framework to ensure a consistent approach to spiritual support, with training for religious personnel to identify and address spiritual care needs.
Furthermore, MUIS is expanding community outreach through its Qaryah networks, aiming to connect with residents who may be less engaged with mosque programs. Initiatives like Qaryah 2.0 and QaryahKITA are already reaching families in housing estates and the broader community, with a pilot program for seniors planned.
These announcements were made at the One Mosque Sector Townhall, where Acting Minister-in-charge of Muslim Affairs Zaqy Mohamad emphasized the importance of safeguarding the trust placed in mosques and religious teachers. He highlighted the need for robust safeguards that do not compromise the welcoming nature of mosques, stating they must be both safe and open.
The initiatives follow a case of sexual abuse by a self-styled religious mentor, prompting MUIS to strengthen security measures. A Committee to Strengthen Safeguards in Religious Settings has also been formed to assess existing measures and recommend improvements for safer religious environments.
